Horne matched four of the five white balls drawn and the red Powerball number to win his prize from the Sept. 27 drawing. He said he plans to pay off a few bills with his winnings. Horne purchased his winning Powerball ticket from Kim's Sunflower on Highway 21 North in Angie.
