Joshua Bel's $30,000 top-prize winning $3 Electric Crossword ticket say in his car for a full day before he remembered to scratch it!  He said he and his wife love playing bingo and crossword scratch-off games and he sought this one out in particular becasue it had one top prize remaining! The Raceland resident plans to use his winnings as a down payment  on a new home that he had already picked out!
